Start with a service decision
We recommend choosing a decision that data should improve: resource allocation, program monitoring or processing times. Define the indicator with its users before adding dashboards. Each measure needs an understood definition and an identifiable source.
Use the right framework
The Government of Canada’s Guideline on Service and Digital addresses its federal context. It should not be presented as a uniform obligation for every municipality or provincial body.
In Quebec, public bodies are subject to requirements including the Act respecting access to documents held by public bodies and the protection of personal information. Section 63.5 requires privacy impact assessments for certain information-system projects involving personal information.
Organize correction, not just documentation
For each priority data asset, we recommend naming a business owner and a technical contact. Describe quality checks, authorized access and the procedure for reporting an issue. Without a way to fix problems, a catalogue may simply make them more visible.
Start with a few critical data assets. Measure recurring incidents, resolution times and use of common definitions. This provides a more useful foundation than an exhaustive inventory that is rarely maintained.
